http://contentseed.com originally created as an add-on for Front Page you can use it outside FP by planting the seeds manually. Seeds are code snippets in either PPP or Asp, no database required. (Chris, developer, says the php version is best $49 per domain or $149 for dev license and no per site or per user fees..)
