Seriously, just about every web-based programming language out there has a tutorial for writing your own search engine based on all kinds of content and keywords.

Unless he's prepared to pay, there are very few search-engine solutions that will be "stand alone" (by which I assume that he does not want any advertising??) however sourceforge (http://www.sourceforge.net/) is alwas a good place to start.
