Found my problem. I dragged an icon onto my desktop (WinXP/pc) before I ever opened IE7 for the first time. Apparently, the icon launched IE7 with add-ons disable every time, no matter what I changed in the browser. I deleted the desktop shortcut and after relaunching IE7 from the start menu I found add-ons enabled finally. I dragged a new icon to the desktop and the problem is solved.
