I don't always agree with Jacob Neilson and having viewed the HTML output of
some of the programs under discussion PDFs are better. 

True in an ideal world you would use HTML but it would be clean semantic
HTML which you will not get. I've worked with too many volunteer run groups
and the output I see from them is truly bad even before it is converted to
HTML. When it is converted using the programs listed the pages have all the
drawbacks of pdfs and none of the easy to print benefits. For newsletters
and the type of documents asked about I'll stick by my recommendation to use
pdfs. Heck, his pages don't validate either.

PDF is the worst possible solution if used as a replacement for HTML:
