Just over a month ago I had trouble with windows installer and
followed Ross's advice below. Yesterday I installed a program
OK, today I tried to install another and the same problem
recurred.
I'll follow Ross's advice again, but any ideas why this is
happening?
Oh! Oh! Oh! Just did it and I'm still getting 'the windows
installer service could not be accessed'. Any further
thoughts?

Sounds like Windows Installer has gone belly-up because some
other
program has tinkered with it.
Try installing a whole new Windows Installer package:
