Mailboxes in cyrus are case sensitive. AFAIK there is not switch in cyrus
imapd to turn this off. So take it as a fact. (In case someone knows this
option; please post.)

If mail does not reach the mailbox, this is a problem with the delivery
mechanism used to deliver the email to the mailbox. It is not a problem with
cyrus or web-cyradm. 

What MTA are you using? Exim, Postfix, ...?
