There was some discussion at qwik.net about putting up test servers for
Xerxes and that may be what you read.  We were unable to develop a way to
build a test server hat couldn't be hijacked as a SPAM relay.  We queried
several mail lists, including Web-cyradm and no one had any suggestions
that we could easily implement.
