The workaround for me was to specify adapter_args=dict(foreign_keys=False)
in the DAL connection.
For example :
db = DAL('sqlite://storage.sqlite', pool_size=1, lazy_tables=True,
migrate=True, adapter_args=dict(foreign_keys=False))
