That's not due to apache settings, that's due to the way you configured web2py mail settings or your mail server configuration. Permission denied can be caused because you didn't set mail.settings.login correctly, it can be because you didn't set mail.settings.hostname to a hostname your mail server is configured to allow, etc. It can be for many different reasons.
