Your href would be a relative URL that includes only the file name, which 
is not the proper URL for downloading a file stored via an upload field. 
Instead, you should pass the file name as a URL arg to the default/download 
function:

{{=URL('default', 'download', args=grid_memos.view_form.record.memo_file)}}
