To elaborate. Pyhton frameworks can run on any host that has python installed and a WSGI connector to the web server. If you have root access you can install a web server yourself (apahe, nginx, gunicorn, whatever) and configure it to connect to web2py. This means any dedicated VPS can run web2py like any other python framework.
What is special about PythonAnywhere is that they are the only hosting service who understood what makes web2py special and take advantage of it: the web based IDE called "admin". This means that they have a one-click button that installs web2py on their server for you and gives you direct access to admin, thus saving you the work and without requiring you to got through some custom interface like other hosting do.
