I'm sorry but you show fundamental misconceptions about what phonegap does, what web2py does, how they run in the devices and server, and about how they can and should interact. Your questions don't even make sense. I can't help you until you know more about web2py, phonegap, what REST APIs are and how do you access them using javascript.
