That won't work. Perhaps you meant:

raise HTTP(303, location="url", **{'HEADER_TEST': True})

Notice the need for the ** and the quotes around "HEADER_TEST".

The above will work but is unnecessary. Instead, you could more simply do:

raise HTTP(303, location="url", HEADER_TEST=True)

or even:

raise HTTP(303, **{'location': 'url', 'HEADER_TEST': True})
