You don't *necessarily* need root access to run web2py on a server, especially if you already have apache and python installed, you will need root access most likely to properly setup your system, (i.e. modify your apache conf file to work with web2py, set up a DB server or even access to the SQL server, etc), perhaps if you are more specific the folks in the group can help further.
