It is kind of faq. :-)

IIRC, in the web2py 1.4x era, T2 was introduced. The name is an
abbreviation of "tier 2", means a set of common components/functions
on top of the basic web2py framework. So web2py itself acts as "tier
1". T2 was not a standalone app, but mainly a module containing some
functions.

Later a standalone app, which looks like a wiki or a blog, was built
on top of T2. So it was named T3. And then its successor, T4.

Most of functions in T2 are already merged into web2py core, so it is
obsolete now.
