The name is an abbreviation of "tier 2", means a set of common components/functions on top of the basic web2py framework. So web2py itself acts as "tier 1". T2 was not a standalone app, but mainly a module containing some functions. Later a standalone app, which looks like a wiki or a blog, was built on top of T2. So it was named T3. And then its successor, T4.
