Andy, I think your guess is right, to be sure I asked support the same question. Here is their answer:
There is a Control Panel installer for 'mod_wsgi 2.5/Python 2.5' - it automatically creates a cron job that would start the server, if it is not running. I guess 'the server' refers to web2py?
