Don't forget that idle  has a file window, with a useful class browser
(and completion)...  (vpython has made some nice contributions to
idle);

That with your favorite editor is not bad;

for "quick" html, css there is always:

... and of course, there is my favorite  wingIDE (not free, but I
continue to like it, use it a lot)
