I have sucess with:
for person in db(db.cme.id==request.args(0)).select():
context = dict(person=person)
messagehtml = response.render('email.html', context)
status = mail.send(to=[person.email],
subject='My Subject',
message=[None,messagehtml])
where 'email.html' is a view.
