What kind of inclusion are you looking for? I suppose the most obvious way is to append a php app to a web2py view trough AJAX. For interaction perhaps it is possible to use web2py's XML and JSON views and RPC calls between applications. You could also have web2py and php share a database system like PostgreSQL.
