I have seen the stopping problem on 1.99.4. Running on Ubuntu 10.04 LTS, Gnome. No Tk library on the machine, so I just use 'python web2py.py' and take the defaults.
Ctrl-C won't stop it and neither will 'Kill -SIGTERM <pid>' The problem occurs after using the application.
