How much expertise?

I believe that it's reasonable to expect to have category of
content-editors (end-users), designers and developers.

If designers can easily create themes, then it's acceptable, imho.

Concrete5 have market place and many end-users are glad to even pay to
buy a nice theme. 

So, I'm for latter option.
