Note, web2py isn't setting the path at all -- if you don't set a path, there is none. In that case, browsers assume the path of the requested resource -- see http://en.wikipedia.org/wiki/HTTP_cookie#Domain_and_Path. This is not specific to web2py but simply how cookies work.
