I suggest not to wait until a translation is finished, but until
  the content reach an useful critical mass.

BTW the site has the language feature to be able to cope with
  the situation of some document not yet translated.

I have some notes about the present state of the site; I beg
  your pardon if some note was unaccurate.

1) the translation file that give the info about non availability
  of a certain page cannot cope with the situation of two or more
  preferred languages ( e.g.  CGI returns [en-it] )

2) Due to rapidly increasing of language number, I suggest to insert in the
  home page some tool to see and use alternative languages.
A lot of user remain unaware of the existence of translation.
I suggest one line of links just below the page title,
  saying something like

"This site is avalaible in English, Francais, Italiano, ....."

where the first part is translated in the language of the home,
  and the language names are always in their language.

3) the translation page will be a little bit confusing when
  all the languages (we hope) will be in place; I suggest to shorten it
  inserting a compact html table about the availability of resources
  in each language, the site, a mail list, a newsgroup...., containig
  (if existing) a link to the resource.

4) the footer, that has some intelligence (for the debugging only)
     maybe can show the date of the displayed document.

5) I was unable to see the feature that tell about the existence
  of a foreign but updated docoment working; is my mistake ?
