i'm not sure what is happening in your case.  the translation system works
with multiple prioritized languages in nearly all cases so far as i can
tell. I was able to set my browser with your order of languages and
automatically received the italian translation.  the syntax of the
$HTTP_REQUEST_LANGUAGE string provided by your browser to apache should be
something of the form "en, es;q=0.7, fr;q=0.3".

what browser are you using?
