Build libwebrtc with even more warnings
https://bugs.webkit.org/show_bug.cgi?id=169997
Reviewed by Tim Horton.
There are still OSAtomic* functions I don't want to worry about right now,
so I'm keeping a few -Wno-deprecated-declarations, but everything else can go.
