Enable swipe snapshot removal logging in release builds

* UIProcess/Cocoa/ViewGestureController.cpp:
(WebKit::ViewGestureController::SnapshotRemovalTracker::log const):
This is super-low-traffic and super-helpful logging.
Turn it on all the time.
