Revert part of 258887@main

Unreviewed.
There was a point at which merging that PR would not introduce assertions to the
SiteIsolation API tests, but merging it introduced assertions. This partial
revert
fixes the tests while keeping infrastructure so I can continue to develop
drawing
site isolated iframes.
