[WebGPU] Migrate from createSurfaceTexture() to getCurrentTexture()

This is the last step in the "align our WebGPU compositor infrastructure with
the IDL spec"
effort. This simply flips the switch from using the old codepath for
getCurrentTexture()
to the new one. Thus, most of this patch is just deletions of the old path.
