Fix build issues around PALSwift.h header
rdar://123514935
Reviewed by Jonathan Bedard.
A few of the builds are structured in a way that assuming
the directory `PAL.build` to be right where it usually is not feasible.
So this relaxes that but still should manage to get the right header.
