[tvOS, visionOS, watchOS] Skip install step for WebKit process extensions

Skip install step for WebKit process extensions on platforms where they are not
enabled.
We need to explicitly skip the install step for visionOS and watchOS, since they
otherwise will match an iPhone SDK predicate.
