[Pointer Events] Pointer events generated from platform mouse events should
use the platform event's timestamp

Like mouse events, pointer events that are generated from a platform event
should use that event's
timestamp, instead of generating its own timestamp when the Event itself is
constructed.
This is more correct and is necessary to ensure coalesced events are properly
in monotonically
increasing order. The explicit parameter also aids in helping to more easily
reason about where an
event's timestamp is being sourced from.
