Upstream remaining tests in http/wpt/css to WPT

- The conic-gradient subtests have been moved to relevant WPTs.
- css-images/image-orientation/image-orientation-none-cross-origin-canvas.html
already existed upstream, so I only kept the upstream version
- The rest is a straightforward move.
