CMAKE_EXPORT_COMPILE_COMMANDS=OFF

* Source/cmake/WebKitCommon.cmake: Define the CLANGD_AUTO_SETUP option using
cmake_dependent_option() and make it depend on CMAKE_EXPORT_COMPILE_COMMANDS
being enabled. This way the clangd setup targets will only be produced if
a compile_commands.json file is to be written by CMake.
