Remove Quirk needsIPadMiniUserAgent for tv.kakao.com

Reviewed by Tim Horton.
This quirk is not required anymore. It was put in place because
the website was sending flash player to the iPad in 2019. Flash
is long gone. The site now proposes the user to stay on the desktop
site or to switch to a tablet site, leaving the choice entirely
to the user.
