Guard GLFence code
https://bugs.webkit.org/show_bug.cgi?id=284962
Reviewed by Michael Catanzaro.
The PlayStation OpenGL/EGL implementation does not support GLFence so guard
that code with `HAVE(GL_FENCE)`.
