[scroll-animations] Have ScrollTimeline hold a Styleable source

To handle ScrollTimelines associated with pseudo elements, have ScrollTimeline
hold a
Styleable source. This will need a follow up for ViewTimeline code as well as
the named
timeline code on AnimationTimelinesController.
