On Mac, limit `supportsBuiltinNotifications` to just TestWebKitAPI for now

There's other apps on mac (like dock web apps) that also can't support built-in
notifications yet,
so let's just *only* allow TestWebKitAPI for now.
* Source/WebKit/webpushd/WebPushDaemon.mm:
(WebPushD::supportsBuiltinNotifications): On Mac, only let through
TestWebKitAPI.
