bing.com: Voice search narration fails with network error

Reviewed by Eric Carlson.
Add a quirk to re-write media requests to remove the Range: header. For
bing.com,
the voice search speech search result fails because the first Range: request
succeeds,
but each subsequent request for the same resource fails with a 204 error. If we
re-write
the request to omit the Range: header, the site will serve the entire resourse,
and
WebKit will "pretend" that the Range succeeded by caching the result.
