Mark AccessHandleEnabled and FileSystem[Access]Enabled preferences as mature

These have been stable for a long time on Apple ports and as such
there's no good reason to allow them to be toggled in the UI anymore.
This also enables us to rename FileSystemAccessEnabled to the more
accurate FileSystemEnabled.
