[JSC] Filter out GetByStatus with constant identifier

This patch prepares for the further optimizations.
1. We filter GetByStatus out with constant identifier. It leverages
GetById instead of GetByVal if possible later.
2. Remove m_seenIdentifiers. Just using normal IC for fallback.
