[WPE] WPE Platform: add API to provide the VBlank monitor implementation

Add WPEScreenSyncObserver abstract class and a default implementation
WPEScreenSyncObserverDRM when LIBDRM is available. WPEScreen now has
another virtual method to get its sync observer that is implemented by
Wayland and DRM platforms to return a WPEScreenSyncObserverDRM. In the
WebKit side, DisplayVBlankMonitorWPE has been added that uses the new
WPEScreenSyncObserver API. The threading implementation in
DisplayVBlankMonitor has been moved to a new class
DisplayVBlankMonitorThreaded used as parent of DisplayVBlankMonitorDRM
and DisplayVBlankMonitorTimer.
