[World Leaks] Investigate leaks in
LayoutTests/imported/w3c/web-platform-tests/webvtt/

Reviewed by Jer Noble.
WebVTTParser holds a strong const Ref<Document>. Changing this to a WeakRef
fixes approximately 300 leaky tests.
