[GTK][WPE] Fix build with -DENABLE_MALLOC_HEAP_BREAKDOWN=ON and without libpas

BENABLE_MALLOC_HEAP_BREAKDOWN needs to be propagated to bmalloc users, since it
is used in public bmalloc headers like IsoTLSInlines.h
