[WPE] WPE Platform: scrolling with touchscreen is broken when building with
legacy API disabled

Override isNativeWebTouchEvent() in NativeWebTouchEvent for the new API
too and ensure hasPreciseScrollingDeltas is serialized in IPC message too.
