Disable select picker anchor positioning style in non-appearance base mode

307547@main changed the render tree dump for
fast/replaced/replaced-breaking.html due to enabling the position-try-fallback
styles.
Disable the anchor positioning styles when we don't need them so we don't
trigger interleaved layout or snapshots for fallbacks.
