Delete extraneous log in WTR for useLocalDNSResolver and clean up some logic

This patch deletes an unneeded log line that shows the agent UUID whenever WKTR
is run. It also improves the error handling so that we don't add the
NetworkExtension policies if we failed to register the local dns resolver.
