Update LLVM to the latest WebKit branch as of 2/19/2026

Update clang static analyzer on macOS. This rollout fixes false negatives in
alpha.webkit.NoDeleteChecker and trivial function analysis that they were
ignoring local variables and function parameters with a non-trivial destructor.
