Update two DUPLICATE bug references to their canonical bugs:
- 259784 (canvas offscreen/layers) -> 273923
- 187039 (testdriver) -> 197011
Remove redundant iOS-specific Skip for svg-clipPath.svg (bug 217461,
already covered by root TestExpectations).
