[GStreamer][WebRTC][Rice] Potential infinite loop in agentSourcePrepare

The only exit cases were when RICE_AGENT_POLL_WAIT_UNTIL_NANOS was returned
from the rice_agent_poll()
call and when the ICE agent was reported as closed.
