[Win] Cross-compile ARM64 from Linux

Reviewed by Yusuke Suzuki.
Update WebKitRequirements to pull in vcpkg fixes.
Remove wine requirement from check-win-cross-build-deps, we now build
the Linux icu tools and use those to generate the required icu files.
Fix to neon.h for clang-cl build that was previously applied downstream
by Bun on their WebKit fork.
